আমরা বাঁধ ভাঙার আওয়াজ এর জন্য একটি খসড়া নীতিমালা দাঁড় করিয়েছি । বর্তমানে নীতিমালাটি ইংরেজিতে আছে । আর কিছুদিনের মধ্যেই এর বাংলা অনুবাদটিও প্রদান করব । এই নীতিমালা অবলম্বন করে আগামী বুধবার থেকে আমরা মডারেশনের কাজ শুরু করব । মডারেশনের কাজ সহজ করার জন্য আমরা আরও কিছু ফিচার দেবার কাজ করে যাচ্ছি । ব্লগের পরিবেশ সুন্দর করার আমাদের এই প্রচেষ্টায় আপনাদের সহযোগিতা কামনা করছি ।
ইংরেজিতে ব্লগের খসড়া নীতিমালা :
1. General rules & expectations:
1a. Free voice:
somewhere in…blog was created as a platform where general people can share their ideas, opinion, creativity and so on. We support freedom of thought and expression no matter how radical or conservative it maybe, as long as it does not interfere with the law of the nation.
1b. Violation of rules:
From now on any user that gets banned because of blog rules violation, will have a notice on their blog page, that will mention the rule because of which the blog got suspended. Also if a user’s post is removed from front page they will also be notified the rule for which the action was taken.
1c. Front page access for new user’s:
From now on, new user post will go through a verification process that will look into factors like, if their email and nick is proper and not vulgar or obscene. We will also look into the content of the first post to see if it is suitable for front page. This process may take anywhere from 1 hour to 24 hours before the post is published on the front page. This rule is created to stop flooding and harassing that some user do by registering new name.
1d. Control over front page:
somewhere in… is one of very few blogging platform that gives every writer front page access. But we are noticing some class of bloggers are abusing this opportunity. Although from now on we will not delete any post unless they severely violate some common rules. But we will take more control to over the front page in order to keep it clean, diverse and interesting for all groups of people.
1e. Content that requires some level of “obscenity” as reference:
some writing may require to use some words or references that is not suitable for all ages or group, yet it might be very important topic that needs to be discussed. We may allow that on the front page as long as you put a disclaimer on the first paragraph about its content. (we are working to come up with a system where only the title and the disclaimer of this kind of post will be visible to viewer’s, so that they can view it at their own discretion). Beware that, having objectionable word or sense on the title may leave us with no choice but to remove the post from front page.
2. Contents or conduct that may remove post from the front page:
2a. if you complain about a post to be removed or a comment to be deleted or a user to be banned. Or if you ask for explanation about why a certain post was deleted or removed. You should use the “kono shomosh-sha” page or use the “report abuse” button (to be built) to report complain directly to us.
2b.any kind of criticism that we feel is not constructive rather is written to create conflict and disturbance or any criticism that is geared towards a person rather than an opinion or
2c. if we see too many post about the same topic we may remove some or all of them in order to maintain diversity on the front page.
2d.we may remove post from front page that is written as reference or criticism to another post. We recommend you discuss about a topic enclosed under the main topic as comments rather than posting new blog about it.
2e.if a single user or group of users start posting too many post in a short period of time that starts to dominating the front page (known as flooding). This way other writers will have their fair chance to be viewed.
2f.we may remove post from the front page that contains hateful content or comment that may hurt feelings of a group of people.
2g. if any post that explicitly invites to view other posts that has been removed form the front page.
2h. if your post is used as an advertisement rather than information about a product or service.
2i. if the post contains totally unrecognizable and meaningless words and/or sentences that is created to with the intention to fill up spaces on the front page.
2j. repeated violation of 2a, 2b, 2d, 2f, 2g, 2h, 2i and posting same post for multiple times on the front page may permanently take a away your front page posting privilege.
3.We may delete a post or picture:
3a. If it uses content that is unlawful according to the local law.
3b.if the post or picture that contains personal attack, harassment, defamation, vulgarity, profanity, obscenity, name calling or pornography.
3c.if your post or picture invades other people’s privacy or release classified information about a group or person. Or if it contains content that is voyeuristic.
3d. any fictitious post that is presented in a form of news that may unrest the community.
3e. if it provides links or explicitly invites to view objectionable content on another site.
3f. if you use picture of an individual or group without permission and if we receive complain about it, we may remove the picture for the time being until the matter gets settled.
3g. if a post contains information or material or instruction that maybe used to harm the stability of the society or blog community.
3h. if a post contains code, virus, instruction, or program that may disrupt the service and functionality of somewhere in… blog.
3i. if a post fails to mention references or posts copyrighted material without permission.
4.We may block a user and user’s page for the certain period of time or for good:
4a. if their screen name contains, obscenity, vulgarity, profanity or objectionable content.
4b. if their email address contains, vulgarity, profanity or objectionable content.
4c. if they repeatedly commit violation of 3a, 3b, 3c, 3e, 3g, 3h.
4d. if the user’s first post contains personal attack or we feel the account was created to disrupt the harmony of the blog community.
4e. if a user impersonate another users by posting pictures or article We understand that one individual may have multiple nicks. But if they use one nick to mention that he/she is actually have another nick then that will also count as impersonation and the user may get deleted.
4f. if they make comments on a blogger’s page that contains personal attack, harassment, defamation, vulgarity, profanity, obscenity, name calling or pornography.
4g. if a user registers name that is very similar to another users nick in order to harass or to create confusion or to impersonate that user.
4h. if we have concrete proof of an individual user who uses multiple user name in order to disturb the stability of the blog we may block all of those user names (including the one that does not create disruption), in order to maintain stability.
5. About comment Moderation:
5a.We expect that comments about a post should be maintained and managed by page owner. Authority will not moderate comments until or unless they receive complains from users. We recommend that the page owner delete objectionable comment and block the user who made that comment to safeguard one’s page from future harassment. please use the “kono shomoshsha” page to make complain until we activate the report abuse button.
5b. we may delete comment without the permission of page owner if, the comment contains personal attack, harassment, defamation, vulgarity, profanity, obscenity, name calling or pornography.
5c. a user may lose the privilege to report abuse or to use “kono shomsh-sha” page if they repeatedly report a post or a user that does not have any objectionable material.
Conclusion:
Somewhere in… believes in freedom with responsibility. All rules stated above would be used in extreme case scenario. We don’t intend to step into someone’s path of self expression or expression of their idea’s. Conflict of ideas and criticism is inevitable in a blog community, but as long as it remain conflict of ideas rather than conflict of people, authority will not step in. This blog site is what you make out of it. Don’t let few bad apples ruin the whole community. Most of the times ignoring posts that is there to create conflict and disruption works better than jumping into aggressive stand. We hope you will make the best out of this blog with your compassion and tolerance to reduce conflict and build much needed unity among the people of our nation. Happy blogging.

হোসেইন, নুটিশবুড কইছে এই ব্লগ দেশের প্রচলিত আইনে চলবো । এইটা যদি সত্য হয় তাইলে আপনি দন্ডবিধির ৪৯৯, ৫০০, ৫০১ ধারা অনুসারে বিনা কারনে ফ্রন্ট পেজ থিকা ব্যান হবার কারনে সামহয়ারইনের বিরুদ্ধে মানহানির মামলা করতে পারেন । আসামী হবে প্রকাশক (আরিল) ও মডুরাম । এই কেসে ভালো উকিল থাকলে প্রথমেই ম্যাজিস্ট্রেট কোর্ট থিকা গ্রেফতারী পরওয়ানা বের করা সম্ভব ।

আমরা অনেক আগে থেকেই জানি যে সা.ইনের একটা নীতিমালা আছে । কিন্তু এর যথার্থ প্রয়োগ নেই সবার বেলায় । অথরিটি হাজার নিয়ম করলেও লাভ নেই যদি প্রয়োগ করা না হয় । রাগইমন এবং ত্রিভুজের ইস্যুটা কিন্তু সা.ইনের সরাসরি নীতিমালা বিরোধী ছিল । প্রতিবাদ করায় হেজাব ব্যান হলেও ত্রিভুজ হয়নি গায়েবি কোন কারণে । প্রথমে এ ইস্যুটার সমাধান দিতে হবে । তারপর স্পষ্ঠ ঘোষণা দিতে হবে ৭১এর অনুভূতি সম্পর্কে । নীতিমালা করলাম আর ত্রিভুজ গং তথা জামাতের অনুসারীদের শেল্টার দিলাম তা তো হবে না । নিয়ম করছেন ভাল কথা । কিন্তু নিয়মটা কি সবার জন্য একই হবে ? নাকি একচোখা নিয়ম ? এক সপ্তাহ=কতদিন? এই প্রশ্ন তো রেখেছিলাম গতকাল আর আজ রাখছি আরেকটা প্রশ্ন, ভবিষ্যত নীতিমালা= সেই ভবিষ্যতটা কবে আসবে ? আরেকটা বিষয় খারাপ লাগলো, আপনারা নোটিশবোর্ড একটা পোস্ট কেবল দিয়েই যান কিন্তু কোন প্রশ্নের উত্তর দিতে পারেন না ? আপনারা এতো দূর্বল হলে চলবে কেমনে ? মেরুদন্ডটা সোজা করেন । পালিয়ে গেলে তো চলবে না । খারাপ দেখায় । আর সবশেষে জানতে চাইবো মডারেটর কারা হবে?এবং তাদের নাম জানতে আগ্রহী । কারণ আমরা ব্লগাররা শুধু স্বচ্চ হবো আর আপনারা অস্বচ্চ থাকবেন- এটা তো হয় না । স্বচ্চতা সব জায়গায় থাকতে হবে । ধন্যবাদ ।

সামহোয়ারের নীতিমালা নিয়ে মশকরা করার জন্য গালিবাজ হোসেইনের ব্লগ মুছে দেয়ার জন্য নোটিশবোর্ডকে ধন্যবাদ। আরো সাহসী হোন, সুস্থ ব্লগাররা আপনাদের পাশে আছে। প্রয়োজনে এটিমের সবাইকে আইপিনহ ব্যান করেন সবাই আপনাগো বাহবাহ দিবো। এ টিমের(আতেল টিম) লোকজন মনে করে সামহোয়ার একটা ডাস্টবিন আর সচলায়তন একটি পবিত্র জায়গা। গালাগালিসহ উল্টাপাল্টা কথা সেহানে গিয়া কর। সামহোয়ার এ টিমমুক্ত হইলেই পবিত্র হইয়া যাইবো।

দেরীতে হলেও ভালো উদ্যোগ। তবে কথা হলো গিয়ে এ মুহুর্তে এ উদ্যোগ না নিলে কি হতো না?দেশে জরুরী অবস্থার কারণে পাবলিক রাস্তা-ঘাটে চিল্লা-চিল্লি করতে না পাইরা ব্লগে একটু বেশী করছে।

বাঁধ ভাঙ্গার আওয়াজ এর জন্য একটি খসড়া নীতিমালা দাঁড় করানোর জন্য কর্তৃপক্ষকে প্রথমেই ধন্যবাদ জানাই।আমাদের সংবিধানের ৩৯ অনুচ্ছেদে যে মৌলিক অধিকারের কথা বলা আছে, তা অনুসরণ করলেই নতুন করে নীতিমালার প্রয়োজন হয় না।
"৩৯ অনুচ্ছেদ। (১) চিন্তা ও বিবেকের স্বাধীনতার নিশ্চয়তাদান করা হইল।
(২) রাষ্ট্রের নিরাপত্তা, বিদেশী রাষ্ট্রসমূহের সহিত বন্ধুত্বপূর্ণ সম্পর্ক, জনশৃঙ্খলা, শালীনতা বা নৈতিকতার স্বার্থে কিংবা আদালত অবমাননা, মানহানি বা অপরাধ সংঘটনে প্ররোচনা সম্পর্কে আইনের দ্বারা আরোপিত যুক্তিসঙ্গত বাধানিষেধ সাপেক্ষে--
(ক) প্রত্যেক নাগরিকের বাক্ ও ভাবপ্রকাশের স্বাধীনতার অধিকারের, এবং
(খ) সংবাদক্ষেত্রের স্বাধীনতার নিশ্চয়তা দান করা হইল।"
আমাদের সংবিধান প্রত্যেক নাগরিককে নিশ্চয়তা প্রদান করছে--
১। বাকস্বাধীনতার অধিকার,
২। ভাব প্রকাশের স্বাধীনতার অধিকার এবং
৩। সংবাদক্ষেত্রের স্বাধীনতার অধিকার।
কিন্তু খেয়াল করুন, এই স্বাধীনতা তিনটি অবাধ নয়। এই গুলি আইনের দ্বারা আরোপিত যুক্তিসঙ্গত বাধানিষেধের অধীন।
কিন্তু কিছু কিছু ব্লগার মনে করেন বাক বা ভাব প্রকাশের স্বাধীনতা মানে যা ইচ্ছা তাই।
আমাদের সংবিধান উল্লেখিত অনুচ্ছেদে স্পষ্টভাবে বলে দিচ্ছে কোথায় কোথায় আইনের বিধিনিষধ আছে।
নিম্ন লিখিত ক্ষেত্রে আইনের বিধিনিষেধ আছে।
১। রাষ্ট্রের নিরাপত্তার স্বার্থে,
২। বিদেশী রাষ্ট্রসমূহের সাথে বন্ধুত্বপূর্ণ সম্পর্কের স্বার্থে,
৩। জনশৃংখলার স্বার্থে,
৪। শালীনতার স্বার্থে,
৫। নৈতিকতার স্বার্থে,

কর্তৃপক্ষ যদি মোটামোটি এই গুলি লক্ষ্য রাখেন তা হলে আশা করা যায় সুষ্ঠু পরিবেশ বজায় থাকবে।

না, আসলে সেটা ঠিক না। যা হওয়ার তাই হইসে। যেসব দোকান দিয়া এই বাজার শুরু হইসিল সেগুলা ছিল আমগো পছন্দের দোকান।আড্ডা মারতাম, বড়ভাইরা ভাল ভাল কথা বলত, শুনতাম। এখন লোকজন বাড়সে, যে যার পছন্দ মত দোকান খুলসে, এত লোকের ভিড়ে আমাদের দোকান গুলা হারায় গেল।মাছের বাজার আর বইয়ের বাজার পাশাপাশি না হওয়াই ভাল।
