অনেক দিন ধরে চেষ্টা করছি বাংলাদেশে ই-গভার্নেস বা ই-সরকার ব্যাবস্থার বর্তমান অবস্থা আর ভবিষ্যতের মরিচিকা-স্বপ্ন নিয়ে একটা নিবন্ধ লিখতে। কি ভাবে শুরু করবো তা গোছাতে পারছিলাম না। আজ ডেইলি স্টারের হেডলাইন করা হয়েছে এই ই-গভার্নেস নিয়ে। এখানে দেশের ই-সরকার ব্যবস্থার সর্বশেষ হাচালের অল্পই প্রকাশ পেলেও আমাদের লক্ষ্য ও পদক্ষেপ সম্পর্কে একটা পরিষ্কার ধারনা ফুটে উঠেছে। এই নিউজটির সংক্ষেপ দিয়ে শুরু করি।

'Digital Bangladesh' down, Most of 250 official websites mock PM's vision for change.

7. "Most of the websites are there just to be there," said Mustafa Jabbar, He said most sites simply list the names of department officials, messages from directors and historical information

8. In January, Badda resident Ali Akbar heard that anyone could download textbooks from the National Curriculum and Text Board website. He decided to download and print some out for his eight-year-old housemaid Khuku. "I went to the website to download the books and the page was not there," he said, adding, "I kept checking back for the next three days and still found it not working. It got me frustrated so I gave in, and pretty much forgot about the whole thing later."


9. The portals for the 64 districts launched in January are not interactive, and mostly contain a collection of barebones information.

10. Many of the websites are also not available in Bangla, making them nearly useless to the bulk of the population.


11. The website of the Ministry of Chittagong Hills Tracts Affairs, for one, has been dead for some time now. Ministry officials had no clue until The Daily Star enquired about it on Thursday. As of Sunday, the page remained blank except for a line of computer code.

12. The visuals are also alarming in many websites with multi-coloured, gaudy fonts blinking and winking at different speeds, said Amin Mahmud, a freelance web developer. He jokingly suggested that users put on a pair of goggles before visiting some of the home pages. "I recall once an animation on a government site read, 'Let your eyes live on. Donate your eyes to someone'." "The message moved so quickly from right to left, I thought I was going to need a fresh pair of eyes,'' he said.

এই হচ্ছে বাংলাদেশের ইসরকার ব্যবস্থা। ডিজিটাল বাংলাদশের চালক রাষ্ট্র ব্যবস্থা যার ভূমিকা সেই বাংলাদেশে প্রধান সে যদি দুই হাজার দশ সালে এখান থাকে বা এই অবস্থায় অনিশ্চত ভাবে চলতে থাকে তবে আমাদের কপালে অনেক দুঃখ আছে।
সরকারী অফিস আদালত গুলিতে এখনও কম্পিউার মানে টাইপ করে বারবার প্রিন্ট দেয় যায় এমন একটি টাইপ মেশিন ছাড়া বারতি আর কিছু না। ওখানে এমএস ওয়ার্ডের একটা পেইজ নিয়ে ওপেন করে একটা চিঠির লেজে পরের চিঠিটা চলতে থাকে। এরকম কতগুলো ওয়ার্ড সীট মিটিং এর রেজুলেশন সহ বিভিন্ন নামে বেশির ভাগ সময় পমাই ডকুমেন্টে সি ড্রাইভে পরে থাকে। অফিস সহকারীর কাজ হলো হাতে লেখ ফাইলে যখন কোন সিদ্ধান্ত হয় তখন
