Irregularities into a tender for the contract to construct Wazed Mian Scientific Research Centre (WMRC) at Jahangirnagar University have allegedly been found as JU authorities are going to give the works to the second lowest tender submitter keeping aside the lowest submitter causing a loss of Tk 53 lakh, says official sources.
The decision was taken in a meeting on the tender committee led by JU treasurer Prof Nasir Uddin Ahmed on March 7, 2011 keeping two engineers out while holding the meeting. Later they were allowed to join the meeting.
Sources said, tender to build WARC was called by early December and canceled on January this year and recalled on February. Of the tender submitter RFL & Monalisa auctioned with Tk 8 crore and 27 lakh while Anik Traders (AT) with Tk 8 crore and 85 lakhs. There is a gap of Tk 58 lac on the tender price between the two tender buyers.
Wishing anonymity, a member of the tender committee said that on March 6, the tender committee decided to give the tender to Anik Traders - the second lowest tender price submitter, though university would have to pay an amount of Tk 53 lakh extra.
The source added that some higher influential figures of the university are involved in this crime and an additional committee to examine the tender documents was formed that was not necessary.
One Sayedur Rahaman, a committee-member who has no relation to JU - recommended to the committee giving the tender works to AT keeping RFL & Monalisa out on March 4 this year.
University Engineer office sources said, as being a close friend of incumbent vice chancellor of JU, Sayedur Rahaman was made committee member as per the order of JU VC.
The reasons to give tender works to the AT was shown as the tender committee recommended to give work to AT as the documents submitted by RFL are not enough to get the tender. But the same committee earlier recommended the RFL.
When contacted, the JU Treasurer was not immediately available to comment.
